The Consultation proposed a new permitted development right (PDR) to change from use CE which includes retail to C3 residential, to be operative anywhere i.e. not just in town centres. The Consultation asked for views on whether this new right should be subjected to a size limitation. Because no limitation meant the PDR could be used on retail parks and warehouses, AR responded. On balance, AR felt there should be a size limitation set to exclude retail parks and warehouses. This is because were individual owners be able to change plots and units to residential, this could impact on the operation of the park and the requirement to submit a full application with appropriate consultation would ensure that all views and impacts would be taken into account’.
