Retail development refused because out of scale with local centre designation

A mixed use development comprising a food store of up to 2,300m2 gross, a further large retail store of up to 2,140m2 and a range of retail and other town centre uses (in total 7,185m2), planned as part of a strategic allocation on the edge of a town in Lancashire failed because the scale of the retail development proposed did not accord with the council's retail strategy.
